بحریہ ٹاؤن کراچی تعمیراتی رہنما اصول 2026 — مکمل SOPs، ڈیزائن کے اصول اور PMT چارجز گائیڈ
Last Updated: October 2026 — The most complete construction reference for Bahria Town Karachi: the full process, all charges (build cost, design fee, PMT & completion for every size), the design SOPs, single-story rules, and the completion-certificate procedure with required documents. Where any charge is not listed, contact the Bahria Town PND (Planning & Design) Department. Always confirm final specifications with BTK's P&D Department before construction.
Planning to build your home in Bahria Town Karachi? This is designed to be the one page you need: it takes BTK's official Design SOPs — original and revised — and adds the full construction charges for every size (approximate build cost, design fee, PMT and completion charges), the rules for a single-story house, and the complete completion-certificate procedure and document checklist — all explained in plain language.
1. The Complete Construction Process — Step by Step
Before you can start building, your plot goes through a fixed sequence of steps set by Bahria Town's Planning & Design (P&D) Department. Here is the correct order:
Step 1
Pay Scrutiny Fee
Step 2
1st Demarcation (Soil Test)
Step 3
Soil Test
Step 4
Get Site Plan
Step 5
Choose Design
Step 6
🚨 Pay PMT Charges
Step 7
✅ Construction NOC Issued
Step 8
2nd Demarcation (Excavation)
Step 9
Construction Begins
Step 10
3rd Demarcation (After Lean)
Step 11
Inspection at Every Stage
Step 12
Completion Certificate
🚨 Critical Step Most People Miss: Before your Construction NOC can be issued, you must pay the mandatory PMT (Property Management Tax) Scrutiny Challan. No PMT payment = no Construction NOC = no legal construction. This is explained in full detail in Section 3 below.
2. Scrutiny Fee, Demarcation & Soil Test Explained
💳 1. Scrutiny Fee
A fee charged to start the design process. Get the voucher from BTK's Design Wing Portal and pay it at the bank.
📍 2. Demarcation — 3 Stages
BTK's survey team marks coordinates on-site, in three separate stages:
- 1st: For soil test (after scrutiny fee paid)
- 2nd: For excavation (after Construction NOC issued)
- 3rd: Final demarcation (after lean activity)
🧪 3. Soil Test
Tests the soil's bearing capacity — its chemical and physical composition. This determines what type and load of structure your plot can safely support.
3. 🚨 PMT Charges — Mandatory Before Construction NOC
PMT Scrutiny Challan — Required for ALL New Construction
Bahria Town Karachi requires every plot owner to pay the PMT (Property Management Tax) Scrutiny Challan before a Construction NOC is issued. This funds critical infrastructure — most notably a new K-Electric feeder needed to supply electricity to BTK's expanding number of homes.
| Plot Size | PMT Challan (PKR) |
|---|---|
| 125 Sq Yard | 611,000 |
| 235 Sq Yard | 897,500 |
| 272 / 250 Sq Yard | 1,000,000 |
| 500 Sq Yard | 1,700,000 |
| 1000 Sq Yard | 2,500,000 |
| 2000 Sq Yard | 3,950,000 |
Instalment plans are available for PMT payment. For complete details, read our BTK PMT Charges 2026 Complete Guide.
4. Construction Charges — Build Cost, Design Fee, PMT & Completion (All Sizes)
This is the single table most people building in Bahria Town Karachi are looking for — the complete money side of construction for each size, in one place: the approximate construction (build) cost, the official design fee, the mandatory PMT charges, and the completion charges.
| Size | Approx Construction Cost | Design Fee | PMT Charges | Completion Charges |
|---|---|---|---|---|
| 125 Sq Yd | 11,500,000 | 150,000 | 611,000 | 117,000 |
| 235 Sq Yd | Contact Bahria PND Dept | Contact Bahria PND Dept | 897,500 | Contact Bahria PND Dept |
| 250 Sq Yd | 25,500,000 | 300,000 | 1,000,000 | 202,800 |
| 500 Sq Yd | 40,000,000 | Contact Bahria PND Dept | 1,700,000 | 319,800 |
| 1000 Sq Yd | Contact Bahria PND Dept | Contact Bahria PND Dept | 2,500,000 | 507,000 |
| 2000 Sq Yd | Contact Bahria PND Dept | Contact Bahria PND Dept | 3,950,000 | 702,000 |
How to read this table:
- Approx Construction Cost is an indicative turnkey build estimate (materials + labour + finishing) and varies with your specification — it is not a Bahria charge.
- Design Fee, PMT Charges and Completion Charges are official Bahria Town charges payable at the relevant stage.
- Where a figure shows “Contact Bahria PND Dept”, that amount is set case-by-case — confirm it with the Bahria Town Planning & Design (PND) Department.
💡 PMT can be paid in instalments — see the BTK PMT Charges 2026 Complete Guide. The scrutiny fee, soil test and demarcation are separate (see Sections 2–3).
5. Documents Required for the Design Process
🪪 ID Card Copy
📄 Allotment Letter
📄 Possession Letter
✏️ Sketch
🧾 Scrutiny Fee Paid Voucher
📋 Authority Letter (if absent)
If the plot owner cannot be present in person, whoever is coordinating the design and NOC process must carry an authority letter, verified by the owner.
6. Site Plan — What BTK Provides
Once your scrutiny fee is paid, BTK's Design Wing provides an official Site Plan showing:
📐 Size of the plot
🧭 Direction of North
📏 Dimensions/boundaries
🚪 Gate location(s)
🛣️ Street/road names & widths
7. Elevation Rules — What's Fixed vs What You Can Choose
🔒 125 & 250 Sq Yard — Fixed Elevation
Elevations are strictly fixed and must be followed exactly — clients or contractors cannot deviate. Violators face penalty. This restriction covers:
- Gate design
- Boundary wall design
- Finishing material
- Aluminum window frames only (front façade & glass)
✅ 500 Sq Yard & Above — More Flexibility
- Aluminum and UPVC window frames allowed (color/thickness needs BTK approval)
- Exterior finishes (material) can be client's choice, after P&D approval
- Wooden windows allowed, with a maintenance undertaking
Borders & Projections: Window borders are allowed on 125 & 250 Sq Yard plots — but never on the front facade. Projections on doors/windows are allowed on every plot category, except the front facade.
8. Exterior Finishes — How to Get Approval
125 & 250 Sq Yard
Request exterior finishes details from P&D Residential at the grey structure stage, before plastering.
500 Sq Yard & Above
You can select your own finishing material, but it must be approved by P&D Residential first. Approval format available on BTK's portal or via residentialdesign@btkarachi.com
Important: After plaster, before applying exterior finishes — getting Architect approval from the Design Wing is mandatory. Violators are charged a penalty, and any rectification is done at the client's own cost.
9. Covered Area & Setback Requirements
How much of your plot you can build on, and the minimum required gaps (setbacks) on each side.
| Plot Size | Front Setback | Rear Setback | 1-Side | 2-Side | Max Covered Area |
|---|---|---|---|---|---|
| 125 Sq Yd | 5'-0" | 3'-6" | — | — | 70% |
| 250 Sq Yd | 5'-0" | 7'-0" | 5'-0" | — | 65% |
| 500 Sq Yd | 10'-0" | 7'-6" | 7'-0" | 7'-0" | 50% |
| 1000 Sq Yd | 15'-0" | 10'-0" | 7'-0" | 7'-0" | 50% |
| 2000 Sq Yd | 15'-0" | 10'-0" | 7'-0" | 7'-0" | 50% |
10. Building Height & Level Rules
| Element | Specification |
|---|---|
| Max Building Height | 30' |
| Floor Finish Level (standard) | 2'-0" from road level |
| Floor Finish Level (500+ with basement) | 3'-6" from road level |
| Porch Level | 9" |
| Porch Depth (minimum) | 12' |
| Sill Level (revised) | 0' to 3' — except front elevation & roadside facing |
| Lintel Level — 125 & 250 (revised) | 7' or 8' |
| Lintel Level — 500+ (revised) | 7' up to 9' |
| Entrance Door Level (revised, all categories) | 7' up to 10' (front door only) |
Note: All doors & windows on one elevation must share the same lintel height; front elevation lintel height follows the approved design.
11. Boundary Wall, Main Gate & Guard Room Rules (Revised)
🧱 Boundary Wall
- Sides & rear: up to 8'-0" (all categories)
- 125 & 250 — front wall design/height fixed by P&D

| 1000–2000 Sq Yd | 12'-0" to 14'-0" | 3'-6" to 4'-0" |
12. Water Tank Sizes (Revised — Replaces Earlier Specs)
⚠️ Note: Under the revised SOPs, 125 & 250 Sq Yard plots no longer have a separately specified tank size — confirm current requirements with P&D Residential at design stage.
| Plot Size | U.G.W. Tank | O.H.W. Tank |
|---|---|---|
| 125 Sq Yd | Not specified (revised) | Not specified (revised) |
| 250 Sq Yd | Not specified (revised) | Not specified (revised) |
| 500 Sq Yd | 9'x6'-3"x7' | 8'-6"x7'x4' |
| 1000–2000 Sq Yd | 10'x8'x8' | 10'x8'x4' |
| 2000 Sq Yd | 10'x10'x8' | 10'x8'x5' |
13. Open-to-Sky (COS) Rules — What's Allowed There
COS (Compulsorily Open to Sky) areas must remain free of structure — but specific items are permitted:
✅ Boundary walls
✅ Steps to ground floor
✅ Light well/basement stairs (with conditions)
✅ Guardroom (front COS, max 64 sq.ft)
✅ Underground water tank (front COS)
✅ Electrical utilities/motor cabinet
✅ Geysers, water filters, washing area (rear COS)
✅ Pergola over side COS (connecting car porch)
❌ Car porch cannot extend into side COS
❌ Servant quarters not allowed in COS
❌ Fiber glass shades not allowed in COS
❌ No fencing outside houses/green belts
14. Swimming Pool, Solar, AC & Roof Rules
15. Two-Unit Building Rule — Important for Rental Income Planning
If you plan to build your villa as two separate rentable units — a common strategy in BTK — here's the official rule: Basement + Ground Floor count as one single unit, and the 1st Floor counts as the second unit. Two kitchens and a separate division are not allowed on the first floor — only one kitchen per the designated first-floor unit.
16. Single-Story Houses — SOPs & Key Rules
Bahria Town Karachi does allow single-story (ground-floor-only) residential villas. The Residential Design Wing's Single-Story SOP (2024) sets clear rules — the core idea is that the house must be built so it can later be extended to a double-story without structural problems.
📋 Single-Story Villa — Key SOP Rules
- Scrutiny fee: only the ground-floor scrutiny fee is charged to start the design. If you later decide to add the first floor, the standard scrutiny fee is charged again.
- Submit all drawings together: both the single-story and the double-story drawings must be submitted at the time of submission.
- 3D views: 3D views of both the single-story and double-story villa are required at elevation approval (for plots 500 sq. yd. and above).
- Convertible design: the architect must design the building so it can be easily converted from single-story to double-story later.
- No mumty: roof mumty structures are not allowed on single-story villas — only hatch-roof stair access is permitted.
- Temporary tank: a temporary (fiber) OHWT is allowed, but it must not be visible from any side of the villa.
- Parapet wall: height must be between 4'-0" and 5'-0".
- Structure: the structural engineer must design the structure to double-story requirements.
- MEP: the MEP (mechanical, electrical & plumbing) consultant must provide provisions for a double-story villa.
Overhead Water Tank (OHWT) — same approved capacity as a double-story villa:
| Villa Size | OHWT Capacity |
|---|---|
| 125 Sq Yd | 500 gallons |
| 272 Sq Yd | 800 gallons |
| 500 Sq Yd | 1,500 gallons |
| 1000 Sq Yd | 2,000 gallons |
| 2000 Sq Yd | 2,500 gallons |
In short: you can legally build a single-story home in BTK, but design, structure and MEP are all prepared as if it were double-story — so the upgrade is simple when you are ready. Confirm the current single-story scrutiny fee with the Residential Design Wing (if not listed, contact the Bahria Town PND Department).
17. ❌ What is Strictly NOT Allowed
🚫 Kitchen/kitchenette in basement
🚫 Any commercial activity in residential plots
🚫 Electrical DBs outside building premises
🚫 Masonry work outside boundary wall (flower belts/planters)
🚫 Any utility lines or structure work outside plot line
🚫 Lift machine room on roof
🚫 Storm water drain connected to BTK sewerage
18. Revision Process & Final Reminders
🔄 Design Revisions
Revision can be applied after design NOC as per BTK SOPs. A revision fee applies, charged according to plot size. Any revision aligned with BTK's SOPs gets approved.
✅ Mandatory Inspection
Your Inspection Card must be signed by the site inspector at every construction stage — otherwise your Completion Certificate will not be issued.
⚠️ Client & Contractor Responsibility
- Ensuring quality of concrete, curing, and plaster work
- Plinth protection — stopping water ingress to the foundation
- Awarding work only to contractors with qualified engineers
- There are NO Bahria Town–approved contractors or consultants — you choose and verify your own
- Submission drawings should be prepared by an outside Architect/Consultant
19. Completion Certificate — Procedure, Final Inspection & Required Documents
When all construction (interior & exterior) is complete, you apply to Bahria Town's Building Control Department (BCD) for the House Completion Certificate. A BCD site engineer/inspector makes a final inspection visit; once every point is cleared and the completion charges are paid, the certificate is issued within two weeks of receiving your completion application.
🚨 If any point below is marked as a violation, you must rectify it and reapply for the visit. The certificate is only issued when the house is complete in all respects.
1. Final Inspection — What the BCD Inspector Checks

21. FAQ — Bahria Town Karachi Construction Guidelines 2026
Q1: What is the very first fee I need to pay before construction?
The Scrutiny Fee is the first payment — it starts the entire design process. Get the voucher from BTK's Design Wing Portal and pay it at the bank before anything else can move forward.
Q2: When exactly do I need to pay PMT charges?
PMT charges must be paid before your Construction NOC is issued. This comes after you've completed the scrutiny fee, demarcation, soil test, and design approval steps, but before excavation/construction can legally begin.
Q3: Can I choose my own elevation for a 125 Sq Yard house?
No — 125 and 250 Sq Yard categories have fixed elevations that must be strictly followed. Deviating results in a penalty from Bahria Town. Only 500 Sq Yard and above plots allow more flexibility in finishing materials.
Q4: Is a swimming pool allowed on every plot size?
No — swimming pools are only permitted on 500 Sq Yard and above plots, and mandatory on 2000 Sq Yard plots. Strict conditions apply: minimum 5' away from boundary wall, mandatory change/shower room, and an in-building filtration plant.
Q5: Are there Bahria Town-approved contractors I should use?
No — Bahria Town has no approved contractors or consultants. Clients are responsible for hiring qualified engineers and contractors themselves, and for ensuring construction quality, including concrete curing and plaster work.
